Public-school employment in November was at its lowest level since 2000, down nearly 9% from February, as Covid-19 forced administrators to recruit parents as substitute teachers and bus drivers to baby-sit classrooms. The staffing crunch has left teachers doing in-person and online instruction simultaneously, deep-cleaning their classrooms, and taking turns as crossing guards. The consequences are burnout for teachers, frustration for parents, and scant progress for students.
